Parties involved in the cultivation, sale or possession of cannabis and hemp will be able to register to do so as of 29 January, as some parts of the plant are to be excluded from the list of Type 5 narcotics.
The plants' leaves, stalks, stems and roots will be expunged from the list, Secretary-General Paisarn Dunkum of the Food and Drug Administration (FDA) said on Wednesday. This does not include seeds which have high drug content, like flowers. And it is still not permitted for individuals to cultivate both cannabis and hemp. Mr Paisarn spoke at a training session arranged for officials of the state who will manage registration.
He said that as of 29 January, individuals, legal organizations, government offices, neighbourhood businesses and businesses will be able to register to use the legal components of cannabis and cannabis for medicinal purposes and in the clothing, pharmaceutical and cosmetic industries. This is part of the government's strategy to encourage the latest cash crop of hemp and cannabis, he said. In Bangkok, applications for registration will be received at the FDA office, while each application will be received and processed by provincial public health offices in other provinces, he said. Applications would, however, have to be sent to the FDA office for the import and export of hemp, he said.
On Wednesday, the Ministry of Education and the Ministry of Public Health signed an agreement to create a training framework for parties to start a company using hemp parts. In the food, hygiene, spa and tourism industries, the ministries have introduced a course on how to use legal sections of the plant. Deputy Prime Minister and Minister of Public Health Anutin Charnvirakul said he had stressed the need for more courses to be built to serve the market.
A traditional medicine expert at Chaopraya Abhaiphubejhr Hospital, Phakakrong Khwankhao, warned that six classes of individuals should avoid marijuana food or beverages. There are people with liver or kidney disorders, patients with heart disease, people under the age of 25, pregnant women, mothers who are breast-feeding, and people who are taking stimulant-effect medicines.
