It is not yet obvious how it will function, but depending on your circumstances, you will have a few possibilities.
Tourists who are properly vaccinated will be permitted to stay at their preferred lodging.
Those who have not been properly vaccinated would most likely have to go through Bangkok quarantine again, although it may be for a shorter period of time than the 14-days.
Those traveling with unvaccinated children may still be required to be quarantined for 10 or 7 days at a SHA+ Hotel on Samui or a SHA+ on Phangan.
When scheduling travel, you should verify your individual specific status with the Embassy, since nothing is clear or verified yet.
