According to a proposal to go to the Center for Covid-19 Condition Administration (CCSA) on Friday, pubs, hotels and eateries are likely to be permitted to sell alcoholic drinks on their premises during the fourth step of easing the Covid-19 lockdown.
The night curfew may even be removed as a experiment for 15 days but the emergency declaration would stay in place to ensure coronavirus disease containment.
Restaurants, restaurants and eateries must be permitted to sell alcoholic drinks. However, the relaxing initiative will also exempt restaurants , bars and karaoke facilities which are deemed to present a greater risk of transmission of coronavirus disease, said CCSA spokesman Taweesilp Visanuyothin.
It will also require concerts, day care centers, and saunas to reopen in the fourth process, he added.
Tomorrow the CCSA would consider the measures, and the relaxation was expected to come into effect next Monday, he said.
The plan will therefore require reopening of foreign and tutorial classes, and resuming meetings and conferences by governmental organizations.
Children's and aged people's day care facilities could restart, as should the science research centres. It would be permissible for convention and exhibition centers to open their doors again, but visitors must be at least one meter apart.
Unless the guests were sitting at least one meter away, activities will be permitted. Sport events could take place as long as spectators were not present, he added.
Concerts should be permitted on condition that the crowd did not exuberantly sing along, as it might trigger droplets, Dr Taweesilp said.
Two passengers could sit next to each other on public transport, as long as one seat on each side was empty.
Film shoots with up to 150 crew members and 50 onlookers would be allowed.
Health-oriented spas and saunas could reopen provided they had at least five square meters of space for each customer. But soapy massage parlours would stay closed, said Dr Taweesilp.
Playgrounds, theme parks, water parks, and swimming pools may reopen.
Group exercises on parks and sports fields would be permitted as long as each participant had at least five square meters of space, with a maximum of 50 persons per group.
Game arcades could reopen within malls, although other entertainment locations will stay shuttered. We will assign each player a limit of two hours.
Dr Taweesilp affirmed that all company and leisure practices that were permitted to restart should remain subject to disease prevention measures and the usage of the Thaichana app for check-in and check-out.
Deputy army chief Gen Nathapol Nakpanit, who is also deputy chairman of the government's committee examining the removal of Covid-19 constraints, said the committee decided to raise the curfew for 15 days from 11 pm to 3 am on Wednesday.
Nevertheless, in severe circumstances the implementation of the presidential order on public policy must proceed.
"People will restore their usual lives without the curfew but the state of emergency would stay in effect if the government has to take immediate measures to avoid Covid-19 from spreading," he added.
Standard law does not encourage fast and successful responses to the disease, he added.
The answers include a 14-day restriction on citizens from other countries moving in.
Gen Nathapol said the emergency order prohibits airlines from challenging the government for blocking their planes.
He did not state tentatively when the curfew should be removed. Yet he said authorities would be reviewing public input over the 15 days.
Gatherings should not be forbidden, Gen Nathapol stated, to prove that the implementation of the emergency decree had nothing to do with any political concerns.
Gen Somsak Roongsita, National Security Council Secretary-General and committee member, said boxing stadiums could be permitted to reopen in the fourth stage of company relaxation and other operations.
Asked by reporters to remove a moratorium on international flights into the country in the 4th-stage relaxation, Gen Somsak said the moratorium would stay in place until the end of this month. Then the government will consider how to go about it, he said.
Deputy Prime Minister Wissanu Krea-ngam said on Wednesday that expert opinions should also be taken into account if restrictions are to be lifted for curbing the Covid-19, including the curfew.
Mr Wissanu, the legal specialist of the nation, said even if the state of emergency is removed, there are many other laws that may be repealed to cope with the crisis, such as the law on communicable diseases, the act on air travel, and the law on disaster control and prevention.
